ACTION PLAN
A Fresh, Accountable Approach for restoration of the rivers, lakes and coastal waters in Florida

* Install Continuous Water Quality Monitoring with Online Tracking of detention basins, streams, lakes and rivers
* Issue “Proof of Concept Permits" for new water restoration technology/BMPs
* Water Restoration BMP Success is Rewarded via payment for the amount of pollutants removed
* Stop the use of herbicide for aquatic plant control, storm water ditches, shrubs and undergrowth
* Remove legacy sediment via dredging and open field drying with rotary kilns to remove/polish any contamination
* Install Contaminated Water Extraction Wells to remove underground contaminated water plumes
* Replant Eel Grass and other native aquatic plants utilizing aquatic plant farms as source stock
* Restock native fish to out compete invasive species
* Purchase “River of Grass” portion of the Everglades from “Big Sugar”- Reestablish natural water flow
* Sampling points are relocated to monitor actual discharge from point sources
* Ag Runoff - Direct Runoff into Detention/Retention Ponds - use stored water for Irrigation
* Eliminate Aquifer “Over Pumping” for bottled water sold outside of Florida, reducing MGD usage
* Keystone Area Lakes Pipeline - Drill "Lower Aquifer" deep well at Black Creek - Pipe CLEAR water to Gold Head mine
* Create a State/Public owned “State Bank of Florida” making funds available for “Restoration/Infrastructure Loans“ to fund projects

* Install innovative side-stream and in-stream filtration systems that utilize nutrient/pollutant removal filtration media design. Filter the water CONTINUOUSLY like a pool or aquarium filter

* Success will be rewarded by restoring the health of the waters. Vendors and contractors will be funded/paid according to the amount of pollutants removed by their BMP technology (their success)

* Continuous monitoring of water quality/pollutants will be initiated in ALL detention/retention basins, streams, rivers, lakes and agricultural ponds. BMP effectiveness will be measured by tracking removal rates.

A FRESH Approach to RESTORE the Rivers, Lakes and Coastal Waters in Florida. Success is Rewarded Based on the Amount of Pollutants Removed

A side-stream system acts like a large aquarium or pool filter. The water from the lake is pumped into the filtration chambers that contain filtration media. Clean, filtered water is returned to the lake after flowing through the filtration media.

An Action Plan for Restoration

* Restoration BMP Product Permits. Issue conditional “proof of concept” permits for new water filtration BMP technology. New, IMMEDIATE BMP permits will replace the current anti-competitive “Approved Products List” approach which requires costly and lengthy testing

* Success will be rewarded by restoring the health of the waters. Vendors and contractors will be funded/paid according to the amount of pollutants removed by their BMP technology (their success)

* Continuous monitoring of water quality/pollutants will be initiated in detention/retention basins, streams, rivers and agricultural ponds. BMP effectiveness will be measured by tracking removal rates.
